After replacing worn-out cargo, boom or other ropes, as well as after re-roping the ropes, the Rules require a partial inspection to be carried out to check the correctness of the reeving and the reliability of fastening the ends of the rope, as well as the wrapping of the ropes with a working (nominal) load.
The purpose of the inspection is to check the condition of the crane and its mechanisms. During the inspection, the operation of the electrical equipment and mechanisms of the crane, safety devices, brakes and control devices, lighting, alarms, metal structures of the crane, the hook and its suspension parts, ropes and their fastenings, blocks, axles and their fastening parts, as well as boom suspension elements are checked; control whether the crane is installed correctly, what condition the crane tracks are in, whether they are grounded, whether the mass of ballast and counterweight corresponds to the values specified in the crane passport.
The purpose of the static test is to test the crane for strength and load stability. Static testing is carried out under a load exceeding the crane's lifting capacity by 25%. To do this, the load raised to a height of 200 mm is held for 10 minutes. After lowering the load, inspect the lifting mechanism and check the metal structures of the crane for the absence of residual deformations. If the crane has several load characteristics, the test is carried out at flights corresponding to the most stressed state of the mechanisms, metal structures, ropes and the least stability of the crane,
The purpose of the dynamic test is to check the operation of the crane mechanisms and their brakes. Dynamic tests are carried out with a load exceeding the crane’s lifting capacity by 10%. It is allowed to carry out dynamic tests with a working (nominal) load. During dynamic testing, the load is repeatedly lifted and lowered, as well as the operation of all other crane mechanisms is checked when moving this load.
The results of the technical examination are entered into the crane passport indicating the date of the next examination. When inspecting a newly installed crane, it is written in the passport that the crane was installed in accordance with the Rules of GosgorTekhnadzor, operational documentation and has passed the tests.

WHAT EXPECTS UKRAINIAN CRANE ENGINEERING?
The crane building industry of Ukraine, which has been developing quite steadily over the past 10 years, again risks finding itself in the dramatic situation of the 90s of the last century: lack of orders and falling production volumes. There is no need to list objective reasons. And will it be easier for crane builders if they are reminded of these reasons again? We decided not to rub salt into the wounds, but to talk to our long-time partners, advertisers and authors working at crane-building factories, about what they think about the current situation in Ukraine and what efforts they are making to keep the factories operating. Our company was asked to share its “indicator” of the state of the crane market in Ukraine, Russia and other foreign countries. Here are the main figures characterizing the state of affairs with the shipment of products from HZ PTO LLC over the past two years: Compared to the first half of 2013, the volume of products produced over the same period of time in 2014 decreased by 3.7%. 12 overhead cranes, 5 beam cranes, 2 gantry cranes and 21 electric hoists were shipped. The indicators seem satisfactory, if not compared with 2008, the results of which were reduced by almost 350%!!!

The military conflict in the east of the country scared off many traditional customers of our products in Russia, such as OJSC VMZ (Vyksa Metallurgical Plant (Voronezhstalmost). We were not allowed to participate in the tender for the supply of a large batch of cranes for the Tulachermet-Steel LLC, which is under construction. Some "experts" and "economists" orient us toward the European market. Everything is not easy there. First, we need to master European standards. This problem has several aspects: design, technological (production) and marketing. Design aspect: we need to train specialists in universities new programs that take into account the difference between GOST (DSTU) and EN (DIN), FEM. From specialists, within 5-10 years, train chief engineers and chief designers to process existing and develop new design documentation. Technological aspect: introduce new design documentation into production, adapt the existing machine park and purchase new modern equipment.Marketing aspect: explore new markets, learn to compete with European ones.

We have experience in competing with European companies in our market and the Russian market. We were recognized as the best supplier of crane equipment in 2012 by JSC VMZ (United Metallurgical Company), ahead of well-known Finnish crane builders. We introduced individual modern technological chains at our enterprise, such as shot blasting and painting booths, and acquired leading engineering companies to implement modern control systems for electric crane drives in our products.
An analysis of the competition with European manufacturers of crane equipment shows that they will not give up a single crane to us without a fight, not only in Ukraine and Russia, but also in third countries. Recently, at an enterprise in Azerbaijan, we lost a large order worth almost $7 million to a European company. Therefore, you cannot expect that our crane builders will easily enter the European market!
Unfortunately, over the past 20 years, our state has not developed an economic policy aimed at creating conditions for the development of domestic crane manufacturing. The domestic manufacturer had to pay import duties on imported crane engines and control systems, and at the same time, imported cranes were imported into Ukraine without duties. There are no targeted loans at low (European) interest rates for the development of domestic enterprises. There are loans, but for bankers. And this is a sacred cow - the lifeblood of the economy; it cannot be touched. So they didn’t touch it, didn’t change anything for 20 years, except for a lot of money, and what did they come to?
There is also a problem in the lack of effective investors. There are very few of them, and those who took the risk did not develop either, but survived in conditions of corruption and total non-refund of VAT. In such difficult conditions, many domestic enterprises simply went bankrupt. The above-mentioned “experts” showed optimism: “Finally, another backward enterprise producing backward products for the backward countries of the East has collapsed, we need to quickly clean up the territory and then build new high-tech enterprises.” Such a revolutionary approach has the right to life, but on the condition that the state finds money to build a new plant or attract an effective investor, and also helps the employees of such enterprises not to join the army of unemployed.

Limited Liability Company "Kharkov Plant of Lifting and Transport Equipment" (abbreviated name - LLC "KhZ PTO") was founded in 1931 for the production of electric hoists and ropeways. Since 1948, the production of overhead cranes has been mastered, and since 1959 - overhead cranes with a lifting capacity of 30 and 50 tons. In the USSR, the plant was part of the Ministry of Heavy Engineering. Today, KhZ PTO LLC is a modern enterprise that produces double-girder overhead cranes - up to 120 pcs. per year, single-beam overhead cranes (beam cranes) - up to 200 pcs. per year, electric hoists - up to 1000 pcs. per year, gantry cranes up to 80 pcs. per year, passenger and cargo cableways, as well as various attachments (grabs, pliers, grippers, etc.).
