What does the law say?

According to the law, a walk-behind tractor with a trailer is not considered a vehicle, so there is no need to obtain registration or other documents for it. Road rules say nothing about how to operate such units and how to behave on the road. Therefore, a license to drive a walk-behind tractor in the CIS countries is not needed.

There is no clear answer.   • Category B is intended for tracked and wheeled vehicles with engine power up to 25.7 kW. It is this category of rights that is most often required;
  • categories C and D refer to wheeled vehicles. The first option is for an engine with a power of up to 110.3 kW, and the second - more than 110.3 kW;
  • category E - for tracked vehicles with an engine power of more than 25.7 kW;
  • category F is intended for combines, self-propelled seeders, and more.

In other CIS countries, such as in Belarus, it is also necessary to register a mini tractor with Gostekhnadzor. The procedure is the same - you provide all the necessary documents proving your identity, as well as a passport for the mini tractor, and a sales contract. The commission carries out all necessary inspections and registers it in the register.

Do I need a license to drive a walk-behind tractor and a mini tractor?

This procedure is provided for by law and is mandatory. To register a minitractor, you must contact the State Technical Supervision Authority at your place of registration, presenting documents for the equipment regarding the purchase (purchase agreement), a passport for the minitractor, and a copy of the customs declaration. If the self-propelled vehicle was previously registered, provide a certificate of previous registration. You will need to pay a state duty and purchase insurance for units with speeds over 25 km/h.

The first driver's license is issued for 2 years. If during this time there are fewer than two administrative violations, the driver will be able to exchange his license without passing the theoretical and practical exams. Otherwise, retake the exams.

Documents for the operation of plant equipment

To mechanize work on a subsidiary or farm, the ability to drive a mini tractor is not enough. Regulations that require new equipment to be registered with the appropriate authorities must be followed. Two design options are possible.

  1. When the purchased mini tractor will be used exclusively on the farmland of the farm without traveling beyond its borders, including travel on public roads.
  2. When a mini tractor is planned for use in road clearing and other work involving the participation of the vehicle in road traffic.


In both cases, registration of the mini tractor with Gostekhnadzor is required. The entire arsenal of factory-produced self-propelled special equipment, in accordance with Russian regulations, is registered. The owner is given a document, which is a technical passport and a license plate. A properly registered mini tractor is subject to taxation.

Another important condition for the operation of mechanization equipment is regular technical inspection. The event is held at the place of registration of the owner of special equipment in the authorized bodies of Gostekhnadzor. As a result, a corresponding permit is issued.

What rights are required to drive a mini tractor?

In any case, when driving a mini tractor onto a public roadway, the driver must have a driving license of the appropriate category. If the owner of a mini tractor, while driving it, becomes a participant in traffic, he is obliged to know and follow the traffic rules. This regulatory document prescribes the availability of rights of a certain category depending on the engine power.

  1. For controlling tracked or wheeled mini tractors with an engine power of up to 18.9 hp. (25.7 kW) category B license is required on public roads.
  2. In a similar situation, it is allowed to drive a wheeled mini tractor with an engine power from 18.9 to 149.9 hp. (25.7-110.3 kW) if you have a license with category C.

To drive special equipment with higher engine output, the appropriate category D or E license is required.
